DB Service Status Port Service Status, Not Reachable

We are using QuickBooks 2010-2011 and are noticing some errors we have been asked by tech to run the QuickBooks Connection Diagnostic Tool and when we run it on the company


File Open Status File Open Failed(-1)
File we have the following error
DB Service Status Not Reachable
Port Service Status Not Reachable


When i click the Fix button it says make sure the file is in Host Multi Access Mode.
When trying to change it to Multi User Mode I got error code (-6129,-101) Then I tried it again and it worked? , I've reapplied permissions on shared folders and run the QuickBooks Company File Diagnostic Tool which says the database has no errors


Our Servers are Server2008 Standard 32bit edition, what’s weird is I've copied the DB to a local computer (win7) and tried the Diagnostic Tool only to have the same errors.
To test further i created a test DB and and still got the same error? I tried enabling the firewall and getting the Diagnostic Tool to add the rules to the firewall (firewalls for both server and Workstations are currently Off)


I notice when looking at the permissions services it mentions the service for 2010-11 should be QuickbooksDB20 and we have QuickbooksDB19.
The problem we have is when trying to reverse a transaction; it seems to happen 95% of the time when we try on 1 or 2 particular accounts, but not all.
When we do so, we get an error code: 1465 00845 Quickbooks Unrecoverable Error and quickbooks shuts down. Since it happened on both a server\workstation environment and just on a workstation we concluded it was a database issue.


We handed in the database to Reckon Database team and they say the Database is fine?..
So at a loss what to do next? Any suggestions?
